Army Substance Abuse Program - Basic Information

Army Substance Abuse Program is a stable substance abuse treatment. Moreover, it strengthens the overall fitness and effectiveness of the Army.

Army Substance Abuse Program Objectives

- Raise total unit preparation and individual fitness.
- Supply services, which are decent and receptive to the demands of the total work force and highlight alcohol and other drug abuse prevention,deterrence, treatment and education.
- Implement booze and other drug risk prevention and reduction strategies that respond to possible difficulties before they endanger productivity, preparedness, and careers.
- Restore to duty those substanceimpaired Soldiers who have the capacity for sustained military service.
- Provide powerful alcohol and other drug abuse prevention and education whatsoever levels of command, and support alcohol and drug-free leisure activities to be provided by commanders.
- Ensure all military and civilian employees assigned to ASAP staff are suitably trained and experienced to realize their assignment.
- Realize maximum productivity and reduce absenteeism and attrition among DA civilian workers by lessening the effects of the misuse of alcohol and other drugs.
- Ensure quality customer service.
- Enhance preparation by extending services to the Army.

Objectives of rehabilitation with Army Substance Abuse Program

- Return Soldiers to complete responsibility as as soon as possible.
- Identify Soldiers who can't be rehabilitated within the range of this ordinance and to guide their unit commanders.
- Help and send Soldiers who can't be rehabilitated in the ASAP to a treatment facility in the area where they dwell after dismissal from the Army.
- Help work out alcohol and other drug abuse issues within the household, with the best aim of enabling the Soldier to perform more efficiently.

Is ASAP participation required for People who are command referred?

Army Substance Abuse Program involvement is required for all Soldiers that are command referred. Failures of attending a mandatory counseling procedure may constitute a violation of the UCMJ

What are the ways that Soldiers can be identified as having a substance abuse problem?

- Medical Identification
- Voluntary (self-identification)
- Commander / Supervisor Identification
- Investigation and or Apprehension
- Biochemical Identification

What are the objectives of bio-chemical testing

- Deter Soldiers, including those members on initial entry on AD after enlistment or appointment, from abusing drugs (including illegal drugs, prescribed medication and other illicit substances).
- Enable commanders to assess the security, military fitness, good order and discipline of their units, and to use information obtained to take appropriate action (for example, UCMJ, administrative, or other actions, including referral to the Army Substance Abuse Program counseling center for evaluation, screening, and possible treatment).
- Enhance early recognition of alcohol and/or other substance abuse
- Supervise rehabilitation of individuals who enrolled for alcohol and/or other substance abuse.
- Gather data on the prevalence of alcohol and/or other substance abuse within the Army.
